Section 51
Continual counting of votes
: (1) After the election officer has started the counting of votes, he shall continue the work of counting the votes till the end of the counting of votes.
(2) If due to uncontrollable circumstances, the work of counting of votes has to be stopped in the middle, the election officer shall seal the counted ballots, the counting records, the ballots that are yet to be counted, and the attachments of the ballot boxes that are yet to be counted, in separate envelopes, bags or sacks and put his stamp on them. A candidate, a counting representative or an election representative can also put his stamp on such an envelope, bag or sack.
(3) The Election Officer shall resume the counting of votes stopped as per sub-section (2) as soon as possible. In this way, the notice of re-starting of counting of votes should be given to the candidate present at that place, his election representative or counting representative and should also be published at the place of counting of votes. However, the fact that a candidate or his/her representative did not come to attend will not be deemed to have hindered the work of counting votes.
